Transporte de pasajeros: Cualquier vehículo con seguro y VTV podrá prestar el servicio. De acuerdo a la nueva reglamentación del Gobierno, sólo será necesario registrar los recorridos con anticipación. La nueva medida aplica a ómnibus, combis, autos que estén en condiciones técnicas. Tras aplicar sanciones a las empresas por no cumplir con la entrega de pasajes gratis a discapacitados, el Gobierno reglamentó este martes la desregulación del transporte automotor de larga y media distancia. Se apunta a que las firmas del sector tengan menos restricciones para establecer precios, modificar o discontinuar rutas que no sean rentables, entre otros.
Así se oficializó en el Boletín Oficial mediante la Resolución Nº 57/2024, impulsada por la Secretaría de Transporte del Ministerio de Economía y el Ministerio de Desregulación y Transformación del Estado. En este sentido, los transportistas se registrarán de manera online y gratuita mediante la plataforma web Trámites a Distancia (TAD), donde deberán brindar la información relevante y actualizada de los servicios. A su vez, se unificarán todos los registros bajo un único Registro Nacional de Transporte Automotor de Pasajeros (RNTAP).
El trámite, que estará disponible a partir este 11 de diciembre, es obligatorio para la prestación de servicios de transporte automotor de pasajeros y tendrá carácter de Declaración Jurada (DDJJ). El correo electrónico registrado será al que llegarán las notificaciones pertinentes durante el proceso. De esta manera, los transportistas deberán completar: formulario de transportistas/empresas, DDJJ Nómina de Parque Móvil, DDJJ Nómina de conductores, título de propiedad o contrato de leasing de los vehículos, pólizas de seguros, etc.
Una vez registrados se emitirá el Certificado de Alta de Transportista dentro del plazo de 5 (cinco) días hábiles y podrán acceder a la inscripción de los servicios a prestar.
Aquellos que ya estén prestando servicios podrán continuar operando y tendrán un plazo de hasta sesenta días corridos para declarar en el RNTAP los servicios a realizar de acuerdo a la metodología aprobada.
El ministro de Desregulación y Transformación del Estado, Federico Sturzenegger, dijo a través de X: “A quienes tengan vehículos grandes o pequeños (con seguro y revisión vehicular aprobada), los invitamos a convertirse en proveedores de transporte de pasajeros. El Decreto 883/24 había liberado el tránsito interjurisdiccional así como el de las conexiones aeroportuarias, dando libertad absoluta para operar, elegir vehículos, horarios y recorridos”.
“La Resolución 57/24 de hoy, con firma del Secretario de Transporte, Franco Mogetta, establece el procedimiento para que cualquier interesado en proveer el servicio pueda hacerlo, dando sentido práctico a la desregulación que habíamos establecido con el Decreto 883/24. Simplemente informan a través de un trámite remoto vehículos, choferes y los recorridos que planifican hacer. Pueden cambiar esta información cuando quieran y las veces que quieran. ¡Y listo! ¡A rodar!”, añadió.
A partir de esta reglamentación se podrán establecer libremente recorridos, itinerarios, horarios, precios, modalidades y duración de los servicios, logrando una mayor oferta y competencia de precios. Antes de esta desregulación una modificación en cualquier parámetro operativo (recorridos, paradas, frecuencias, etc) tardaba entre 6 meses a un año como mínimo.
