Bahía Blanca y la larga senda hacia la reconstrucción. Un pronóstico que obliga a pensar en el tiempo, la prevención y la perseverancia. Bahía Blanca todavía cuenta las marcas que dejó el temporal y la inundación del 7 de marzo. No son sólo huellas visibles en calles, viviendas y comercios, sino también cicatrices profundas en la vida de sus vecinos. El intendente Federico Susbielles fue claro: el proceso de recuperación llevará entre 10 y 15 años.
El número, frío y contundente, obliga a mirar más allá de la urgencia. Significa que quienes hoy transitan la ciudad —y muchos de sus hijos— seguirán viendo obras, reparaciones y cambios que se desprenden de aquel día. Pero también obliga a reflexionar sobre otra cuestión incómoda: eventos como el del 7 de marzo pueden repetirse. El cambio climático, la falta de obras históricas y la creciente vulnerabilidad urbana son factores que no pueden ignorarse.
En el marco de la campaña “BahíaXBahía”, Susbielles detalló que se destinaron 3.878 millones de pesos a la reconstrucción, con un 88% enfocado en el sector productivo. “Estamos atravesando el post catástrofe, una situación que todavía nos genera angustia e incertidumbre, que requiere planificación y compromiso de los gobiernos provincial y nacional, así como de atender las urgencias de los bahienses”, subrayó.
De ese monto, 1.790 millones provinieron de la cuenta solidaria abierta para la emergencia; otros 436 millones fueron aportados por el municipio y 1.650 millones llegaron desde grandes empresas, corporaciones gremiales empresarias, la Cooperativa Obrera y el Instituto Cultural de la Provincia. Todo el circuito fue auditado por el Tribunal de Cuentas, con trazabilidad verificada por la consultora Ernst & Young y supervisión de la Universidad Provincial del Sudoeste.
Sin embargo, la transparencia y la ayuda inicial no alcanzan para acortar el tiempo. Queda pendiente la asistencia anunciada por el Ministerio de Seguridad para comerciantes afectados, así como la entrega de subsidios SUR que esperan todavía 8.000 vecinos. Y, a pesar de las gestiones, la ciudad sigue aguardando definiciones concretas del Gobierno Nacional, especialmente tras el veto presidencial a la Ley de Emergencia para Bahía Blanca.
Susbielles fue categórico: “Este camino va a requerir exigencia de los bahienses y de quienes ocupen esta silla en el futuro. La ciudad debe reclamar, siempre, las obras que necesita”.
Pero exigir obras no basta. Bahía Blanca debe planificar su reconstrucción contemplando que las inundaciones y temporales extremos pueden volver a suceder. La resiliencia no se mide solo por la capacidad de reparar lo dañado, sino por la capacidad de evitar que el daño se repita. Sistemas de drenaje, obras hidráulicas, ordenamiento territorial y educación ambiental no son lujos: son necesidades vitales para el futuro.
Diez o quince años parecen una eternidad. Pero quizás la verdadera lección de esta tragedia no sea únicamente cuánto se tarda en levantar muros o reparar calles, sino en aprender que la reconstrucción es también prevención. Porque, al final, no se trata únicamente de volver a lo que Bahía Blanca era, sino de construir una ciudad preparada para lo que vendrá.
